Joe Rooney vs. 1% Allyson

It’s almost over, really it is!  And it’s taking everything I have to write just one more Election 2012 post.  Not sure I can make to the end, but the importance of this election mandates not only a change in The White House.  This election calls for wholesale changes at the Congressional and Senate levels as well!

I have given you my reasonings for both Mitt Romney and Tom Smith for the Pennsylvania Senate race against Bob “Senator Zero” Casey.  Now let’s take a look at the race in the Pennsylvania 13th Congressional District.

I met Joe Rooney in February of this year as he made the rounds of the GOP establishment trying to drum up support for his primary candidacy.  I was immediately impressed by Joe’s honest, straight-at-you demeanor and his grasp of the important issues facing us.  My reaction to his visit and remarks were that he was head-and-shoulders over the entire field that vied for the same primary endorsement in 2010.  There were 5 …. or 6 candidates back then; and none of them seemed strong enough to shine their lights through a brown bag, let alone in competition with Allyson Schwartz.  (Joe Rooney for Congress website)

But all that changed once Joe began laying out his background, experiences (including service to this Country as a Marine pilot flying F-4 Phantoms and F/A-18 Hornets, the mainstay of the U.S. Navy and Marine Corps air fleets), and goals for Congressional service and the interests of PA 13th constituencies.  Like many well-rounded military officers, Joe Rooney had his political game wound tightly and focused.  He has confidence in his understanding of what the Country needs to be successful domestically, internationally, and Economically.

Joe Rooney is an American Optimist.

His message resonates with Everyone, whether you are hard-working mother or father trying to get your take-home pay to at least wave at your Budget, if not actually try to meet it!  It resonates with retirees on fixed incomes, with students who will be out looking for Jobs in the years to come.  Joe’s message will especially resonate with those who have been victimized by an Economy mired in 8% Unemployment, 12.3 million people out of Jobs, mounting debt both National (up from $10 trillion to $16 trillion during the Obama/Schwartz years) and personal.

One thing about Joe Rooney really impressed me.  He was ready to take on all comers to earn the right to face Allyson Schwartz in this crucial election.

Allyson Schwartz of the 1% had an entirely different approach to entertaining an opposing voice in the Democrat primaries.  She very coldly forced one Occupy Wall Street candidate, Nate Kleinman out of the primary race through dirty tricks (making a staff-less Kleinman sit with a team of Schwartz operatives to verify each individual nominating petition) and through financial intimidation (filing lawsuits intended to make Kleinman responsible for the legal costs incurred by the Schwartz campaign).

Not exactly the kind of free and open Democracy we are used to, eh?  Why, it was downright Nixonian!  Yes, Richard Millhouse would be very, very proud!

But that’s what happens when The Queen rules the roost.

Schwartz has benefitted mightily from a wide array of political benefactors in the form of large dollar corporate donors and Political Action Committees.

Schwartz’s funding for the 2011-12 election cycle came primarily from large individual contributors (57%) and Political Action Committees (38%), only 3% came from small individual contributors.  Her biggest corporate and association sponsors include Comcast Corp, Teva Pharmaceuticals, and the American Association of  Orthopaedic Surgeons.  Her top industry support comes from lawyers, health professionals, pharmaceutical and insurance companies.

Now no one really knows how the headline political confrontation will end up Tuesday – or whenever the last Electoral College votes get cast; but certainly it’s easy to see which candidate in the PA’s 13th Congressional District is more like you and me!

In Pennsylvania, we’re deeply concerned.  It seems that one of our U.S. Senators is MISSING!!

At first, no one was very concerned.  After all, Senator Bob Casey wasn’t exactly a Public Presence anywhere in Washington, D.C. – let alone in Pennsylvania – for almost the entire SIX YEARS that he’s been Pennsylvania’s lesser light in U.S. Senate.

Go ahead and take a minute … Think back as far as you can over the past six years and ask yourself, how many times you have heard of Bob Casey accomplishing anything for Pennsylvania or anything for the country?  How many times have you heard Senator Zero speak out to you – as Pennsylvanians or as Americans – on the important issues of the day?  What has he DONE during his SIX YEARS in the U.S. Senate?

For comparison look to the public profile of Pennsylvania’s other U.S. Senator, Pat Toomey.  If you pay attention, you will see him cable and TV news outlets, advocating for those programs and actions he believes would improve the country. Whether you agree or disagree with Toomey is immaterial; he is out there putting his reputation and political future on the line!

Senator Zero – The REAL Bob Casey

Bob Casey?  His biggest contribution as a U.S. Senator has been as a Silent Supporter of President Obama’s policies and programs, including Obamacare, the Economy with its 12.3 million people out of work, the National Debt which is up from $10 Trillion to $16 Trillion, and the decisions to “distance” the U.S. from Israel.

Then ask yourself, Where has Senator Casey been on the important social issues of the day?  Issues like women’s choice or gay marriage??  As a devout Catholic, Bob Casey believes Rowe v. Wade should be overturned and is opposed to gay marriage.  Yet a review of Bob Casey’s website shows NOTHING on EITHER subject.

You want to know why you won’t find them?  You won’t find them because Bob Casey knows many Democrats, those who will vote this Tuesday for President Obama, would not normally vote for an anti-Choice, anti-gay marriage candidate!

Bob Casey would rather stay SILENT than take a public stand that would potentially damage his Political Prospects!

Tom Smith … Facing the Issues. Bob Casey? Not so much …

Tom Smith is a self-made man, who mortgaged everything he had to create Jobs and Opportunity in Pennsylvania.  He managed several successful Businesses through tough economies in highly regulated industries.

As a fiscal conservative, he wants to simplify the tax code and to reign in out-of-control Federal spending.  As a successful creator of energy jobs in Pennsylvania, Mr. Smith is in favor of developing American energy opportunities to provide jobs for Americans.

You may not agree with Tom Smith on every issue; but at least he’s not shy about telling you where he stands!

Then, when you leave the Smith website, take a wander over to Bob Casey’s website for the three-sentence blurbs he provides on the important issues in this country.

Just don’t expect anything on Women’s Rights or LGBT issues.  They aren’t there, and for good reason.

It’s complacency really.  That’s my defense.  Complacency – along with a side order of impatience topped with boredom – is how I came to post such a silly thing as From the Shoulder of Hurricane Sandy early on Monday evening.  Ho hum … another “Monster Storm” bearing down on the East Coast.

I was so thoroughly unimpressed.

Three days later without electricity, heat, hot water … Creeping towards the edge of Unplugged Insanity … You tend to learn a few things about yourself.

  • You take way too many things for granted.  Could not count the number of times I mindlessly pawed a wall switch expecting the lights to come on as I entered a room.  After the first 100 failures, you would think your brain would make the adjustment.
  • When the Power goes out, you lose all perspective of what’s going on around you.  All you care about is how YOUR problem(s) will be resolved.
  • You resent The Lighted People, that cluster of homes just 100 yards from your backdoor that somehow had their power restored two days before you.
  • You can handle the stress of family challenges, work issues, health scares, and an important election.  But let a creature comfort – or two or three – disappear, and suddenly you’re fighting a long slide down into hysteria.
  • When the Power comes back on, and you see what other people are dealing with here and elsewhere as the result of Sinister Sandy, you feel like a schmuck for complaining about your situation.
  • And you come to realize if The Big One hits, you probably won’t make it – physically or mentally – to the end of the Week 1!

Sad that last one, but probably true.  You realize how fragile your relatively sane existence is, based as it is on mass technology, connected to a network that can be thrown into chaos by a few strategically placed trees and a good huff from Mother Nature.

Yes, that’s an over-simplification of what happened this week.  But you get my drift, don’t you?

If the definition of Insanity is repeating the same action over and over again – like pawing at a powerless wall switch – and expecting a different result, I was technically insane by Tuesday evening.  The same holds true for reacting as though every truck you hear coming down the street is a caravan of utility trucks (The techs wearing white hats and halos, no doubt.) coming to the rescue … or that every rumor you hear (“The guy who lives down the street from my sister’s hair dresser says we’ll have power by 8:00 PM tonight!”) is based on any whiff of fact.

You resolve to change a few things, you know you won’t.  Buy a generator; pay serious attention to the weather forecasters; take a survivor skills course (for The Big One, ya know!); watch Doomsday Preppers without laughing; learn to camp, fish, hunt; pledge to reduce your Carbon Footprint …

eh … Who am I kidding?!?  When the NEXT 50-year storm hits, I’ll be long gone.  Won’t I?!?

Airport paranoia … THE destroyer

Cranky Man likes to keep an eye on the maneuvering surrounding the City of Philadelphia’s efforts to expand the Philadelphia International Airport.  Why?  Because I’m a suspicious, semi-paranoid type who’s convinced a nefarious plot will surface to bring back the issue of an airport at the recently abandoned Joint Reserve Base Willow Grove. 

The Kinks would claim “Paranoia, the Destroyer”.  But it does keep you on your toes!

And so it was with my Paranoia Radar in full operational mode that I read not one … but two articles in Sunday’s Philadelphia Inquirer on UPS, U.S. Airways and the Philadelphia International Airport expansion kerfuffle.

The first article was found in The Inqy’s Business Section, and was quite informative on the size, complexity, depth and breadth of the UPS operation at PHL.  UPS employs 3100 people at PHL, housed on 212 acres and in a 681,000 square-foot processing center.  The center also includes a 50-acre airplane ramp. 

The hub processes approximately 70,000 parcels a day, which can rise to 95,000 per day during the Christmas season.  Eighty to 100 tractor trailers a day move parcels to ground hubs within a 150-mile radius, including its ground delivery hub on Blair Mill Road in Horsham.  There were no specific figures provided for flights-per-day; but in 2007 available information showed 20 flights every 24 hours.  I would expect more flights now 4-5 years later than that 2007 data.  Due to airway congestion and the UPS sorting process schedule, these flights arrive primarily at night.

UPS recently bought Dutch package and freight service TNT Express for $6.7 billion!     

The second article described the confab held Monday, March 26 between the City of Philadelphia in the person of Mayor Michael Nutter and U.S. Airways in the person of Chief Executive Doug Barker over the future of the airlines operations at PHL and the planned expansion of the airport.  The expansion calls for the construction of a new runway that – among other things – would REQUIRE that UPS accept a move from their current location to a less desirable site – according to UPS – in Tinicum.

The cost of this project is a big concern to both the City and to U.S. Airways.  The City estimates the project’s cost to be $6.4 BILLION over a 13-year period!  But members of airlines industry suggest the costs will run closer to $10.5 BILLION!  That’s a pretty big gap.

The City, prior to yesterday’s meeting with U.S. Air, planned to pay for the project in part by charging the airlines fees based on activity.  Needless to say the airlines aren’t particularly thrilled with the prospect, especially when they insist a new runway will not solve the problem it’s intended to address … more timely flights and lessened airspace congestion.  The airlines insist that overcrowding and more efficient airport operations would be resolved by working to re-route or re-organize the airspace between Boston and Washington D.C.

Why is this important to watch?  Paranoia runs deep!

U.S. Airways has suggested that it might shift air operations away from PHL if it could not agree to a new 15-year lease with The City and those prohibitive charges for the new runway.  If a “use fee” is charged by The City to pay for the runway, U.S. Air can avoid those charges by simply reducing the number of flights out of Philadelphia or – in a more drastic scenario – move its Philadelphia hub operations somewhere else.

This is the same approach UPS may take when it comes to moving its facility from the east side of the airport to the west side, bordering on Tinicum.  UPS does not like the proposed Tinicum site since it affords no buffer area from surrounding homes; the plan to appropriate 72 homes via forced sales under provisions of eminent domain puts UPS in the position of being “the bad neighbor”; and the fact that the proposed site provides no additional space for expansion of the PHL UPS hub if necessary. 

UPS has said if forced to move from its current site, it will entertain “all other options”, including the potential of moving its Philadelphia hub out of The City.

And there sits that 8000-foot runway … with 890 acres of land … 1/2 mile from my front door …

And now the Horsham Land Reuse Authority plan will soon be in Washington … in the hands of the Navy … with all those politicians standing around … looking for their next Sugar Daddy donation …

We all knew it would take YEARS for this redevelopment effort to bear fruit.  But it only takes a few days for fruit to turn into garbage.

Democracy can be a tough nut to crack.  But it gets so much harder in this day and age if you have neither the power nor the money that your opponent can muster and use to keep you at bay.

This was the lesson Nate Kleinman learned this week in his bid to challenge Representative Allyson Schwartz for the Democratic nomination in the Pennsylvania 13th Congressional District.

Kleinman is a human rights activist and political organizer within the Democratic Party.  He has worked for President Obama and Joe Sestak in his failed U.S. Senate bid.  He is also considered the first Occupy Wall Street political candidate.  But he really had no chance against the very well-financed, very well-connected Schwartz.

Allyson Schwartz, currently serving her fourth term, has always been a savvy fund-raiser, and is reported to have in excess of $2.3 million in her war chest.  Her only Republican challenger is Joe Rooney, a former U.S. Marine fighter pilot and current resident of Ardsley.

You would think that with all that fire power behind her, the last thing Allyson Schwartz needed was the appearance that she was insensitive to the interests of the Occupy Wall Street movement.

Yet when it came to Nate Kleinman, Allyson Schwartz went for the throat.  She could out spend, out fund-raise, out network, and out wait just about any in-party challenge with one hand tied behind her back.  Not to mention the difficulty such an insurgent Democrat faces in getting any form of support from within The Establishment of the DNC when running against such a successful incumbent.

Challenging the validity of nomination petition signatures (required to qualify to appear on Election Day ballots) has become a regular tool for suppressing political opposition.  It’s the quick and dirty way to score a knockout; yet it rarely works to the satisfaction of the petition challenger.

The petition challenge has become one of the accepted political practices with which I have a problem.  When did it became acceptable to silence opposition in the public square?  It smacks of fear for open debate.  It makes a candidate look petty, aloof, and overbearing.  But as bad as that looks, it gets even worse when the conqueror decides to machine-gun the life rafts.

And this is the part of the Kleinman episode that makes Allyson Schwartz look ruthless and more than a little afraid.

Last week, Kleinman decided to withdraw his name from the ballot as a formal challenger to Schwartz’s Congressional seat.  Instead he decided to continue his candidacy by seeking to win the April 24 primary via write-in ballots.

As if Democracy wasn’t already hard enough.

The reason Kleinman decided to throw his lot with the Hail Mary of write-in ballots is the tortured hell that Schwartz’s campaign intended to put Kleinman through just to keep his candidacy hidden from the Democratic voters of the PA 13th.  In a move reminiscent of Richard Nixon-esque dirty tricks, the Allyson Schwartz campaign pushed the nominating petition issue to the extent that Kleinman, who has no real political organization, would have had to spend weeks of his own time sitting down with Schwartz’s rather ample campaign staff to go over each and every individual petition signature to prove their validity or to rehabilitate questionable entries.

In other words, keep Mr. Kleinman penned up in a conference room, off the street, out of the public’s view, and away from any potential media attention.

And just when Nate Kleinman was standing there like a deer in the headlights, the Schwartz campaign pulled out the napalm by filing a claim that would have required Kleinman to pay the legal costs incurred by the Schwartz campaign!  It’s a legal option for the campaign to request that Nate Kleinman pay legal fees,” says Rachel Magnuson, Rep. Allyson Schwartz’s Chief of Staff.

Nice …

And since Kleinman’s “campaign war chest” totals just $10-15,000., as compared to Schwartz’s $2.3 million, it’s not hard to see what that move was all about.  It was an attempt to threaten Nate Kleinman with personal financial retribution for having dared to challenge Lady Allyson of the 1%!

Joe Rooney for Pennsylvania’s 13th Congressional District

If you are a Republican living in the Pennsylvania 13th Congressional District***and have been waiting for a fiscally conservative candidate to mount a serious challenge to the liberal Allyson Schwartz, this could be your year.  Joe Rooney, a former U.S. Marine Corps fighter pilot, is the lone candidate seeking to take on Schwartz this November.  His message of fiscal responsibility and American optimism will play well from Northeast Philly to Lansdale and King of Prussia.

As background, I went to my first Congressional meet ‘n greet in 2010 as a member of the Horsham Republican Committee (HRC).  That year the MontCo and Philly GOP organizations entertained a slate of four or five candidates running to oppose Ms. Schwartz, a popular and well-financed liberal Democrat Congresswoman.  I remember a long, long evening of seemingly endless, rambling monologues that failed to connect, let alone inspire.  I knew that night Schwartz would have little trouble winning re-election.

But at this year’s meet ‘n greet Joe Rooney turned out to be a pleasant, refreshing surprise for the 2012 election cycle.  His background, leadership, and values will play well to both moderates and conservatives concerned about the economic future of the country.  His home page offers a hint to Mr. Rooney’s motivation in representing the people of the 13th:

“America is the most powerful nation in the world.  However, we are in danger of damaging the future of this great nation by blatantly ignoring the ongoing fiscal crisis.”

It’s a message with which any hard-working head-of-household, retiree, unemployed worker or mortgage holder can empathize.  National fiscal health results in a robust economy that begets more job opportunities, better wages and a safe, secure path into the future.  And Rooney’s background is indicative of strong leadership that makes tough decisions and possesses the strength and commitment to see them through.

Joe served for twenty-three years as Marine Corps pilot of F-4 Phantoms and the F-18 Hornets, retiring as a Lt. Colonel.  And as good a pilot as he was, Beth – his wife of  25 years – was one of the Navy’s first female pilots and just the second woman to graduate from the prestigious US Navy Test Pilot School!

In person, Joe Rooney is a direct, no-nonsense speaker with a genuine populist message.  I found Joe to be personable, intelligent, and focused on the message he believes is important both to the people of Pennsylvania and to America’s future.  He is also well aware of the difficulties he faces in trying to unseat a popular Congressional Democrat with a huge campaign war chest.

When Joe addressed our group, he referred to the view of America as that “Shining City on a Hill” – made popular by President Ronald Reagan – that portrays America as a land for Hope, Progress and Leadership.  The above quote illustrates his view that America can lead the global economy to recovery so long as we can get our own fiscal house in order.   

The Rooney’s live in Ardsley, PA and have five children, including a daughter currently serving in the US Navy aboard the USS KLAKRING and a son attending the US Air Force Academy, studying to become a fighter pilot.  Joe, who graduated from Bishop McDevitt High School, flies and captains B737s for Delta Airlines.

The biggest obstacle to a successful run by Joe Rooney in the PA 13th is FINANCIAL!  Allyson Schwartz is a deeply rooted, popular liberal Congresswoman, with a staggering financial advantage.  So please take a good look at Joe Rooney’s message and consider contributing to – or volunteering for –  the Joe Rooney for Congress campaign!

***  Important Note:  The judicial decision that threw a wrench into Pennsylvania’s attempt to redraw state legislative voting districts DOES NOT affect the redistricting of national Congressional Districts.  So the redrawn boundaries for the 13th Congressional District will be used for the 2012 primary and general elections.  Click the link to see if your vote will be included in the new PA 13th.

UPDATED: Horsham’s new political geography

Wednesday, January 25 the Horsham Republican Committee held its monthly organizational meeting.  It was one of the more interesting sessions we’ve had in quite a while for the issues discussed, developments in the local political geography, and for the chance to meet Joe Rooney, who is seeking GOP endorsement to challenge Congressional Representative Allyson Schwartz (D) in Pennsylvania’s 13th Congressional District.

One geographical development is the division of Horsham – almost precisely in half – between the 13th and 7th Congressional Districts.  Horsham will now be represented by two Congressional Representatives – Schwartz (D-13) and Patrick Meehan (R-7), which is not necessarily a bad thing for the Township when you consider that Horsham is largely ignored by Ms. Schwartz, whose power base is Northeast Philadelphia and the Democratic edges of eastern Montgomery County. 

Another interesting, less positive development was the sudden rejection by the Pennsylvania Supreme Court (PSC) of a negotiated plan to redraw State House and Senate districts in response to the 2010 census.  The move appeared both unexpected and unprecedented.  The redistricting plan had just been adopted December 11 by a bipartisan Legislative Reapportionment Commission (LRC).  There was however opposition from minority Democrats who feel that Republicans had unnecessarily carved up townships and communities in an attempt to preserve political advantages. 

Of course this is the common refrain made by the minority whenever the majority party flexes its political power in the reapportionment process that follows every 10-year census.  It matters not whether it’s Democrats or Republicans doing the carving; the other side is rarely happy with the results. 

The problem is that this is the time of year when supporters of incumbents and challengers alike troll voting districts for nominating signatures required in order to be listed on primary ballots.  To add a bit of extra urgency to the matter, the primary is only 3 months away (April 24).  It’s a bit difficult to mine nominating signatures when you can’t be totally certain where district lines will end up being drawn.  Signatures of voters not registered in a candidate’s district-of-interest are worthless. 

The move by the PSC caught many by surprise since:

a) the Court usually endorses the product of similar bipartisan LRCs, 

b) PSC Chief Justice Ronald D. Castille – Philadelphia’s former Republican District Attorney – joined the Court’s minority Democrats to quash the redistricting plan, and

c) no formal majority ruling as to why the plan was found “unconstitutional” was handed down.  That the written opinion is yet to come is a bit dysfunctional given the primary election time constraints;  the minority judicial opinion was provided, though just a few sentences long.

Redistricting is not an easy exercise, even if one were able to put aside partisan political objectives.  As explained by Todd Stevens (PA 151st Legislative District Representative) last night, there is generally a 4000-person wiggle factor when trying to match state legislative districting to 10-year census figures.  For national Congressional Districts the process is more difficult since district size must match EXACTLY the prescribed representative-to-constituent ratio determined by a rather convoluted formula I can not profess to understand.  (If you would like to see an example of “gerrymander“, simply check out the new lines of the redistricted PA 13th Congressional District, whose northwestern edge meanders for miles and miles – and almost house to house – from Montgomeryville-Lansdale to King of Prussia-Conshohocken!)

In any case the issue of Pennsylvania state legislative redistricting must be resolved quickly to offer any chance that upcoming primary and general elections will adhere to 2010 census-driven representation requirements.

The good news for Horsham is that it will retain a single State Representative in Mr. Stevens, who is a township native and resident.  By comparison, Upper Dublin in the last two iterations of reapportionment has been carved up between four state representative districts.

Another interesting discussion on the environmental and economic ramifications of natural gas fracking in the Marcellus Shale was also led by State Rep Stevens.  After listening to the sometimes edgy discussion, I concluded I do not know nearly enough about the subject to discuss it intelligently.  You can count on this being the subject of a future post, once I get around to some meaningful research.  

The highlight of the night however was meeting Joe Rooney, who is the lone candidate seeking the GOP nomination to challenge Allyson Schwartz in the PA 13th.  But since this post is already quite long enough and a bit mind-numbing, I will leave my impressions of Mr. Rooney for another post.  Keep an eye out here for that sometime next week.

As a 14-year resident of Horsham Township (Montgomery County, PA), I cannot really make claim to the full history of Horsham’s success or affluence.  However, for the years my family has lived here, I can unequivocally state that we have been very happy and extremely comfortable with our life in one of America’s Best Places to Live!

I wouldn’t change a thing about how the Township is planned, managed or operated!  And that MUST include those who have served to keep Horsham Township on the best possible path, both in the past and for the future!

Greg Nesbitt and Mark McCouch are two of the Leaders responsible for the current success and publicly recognized attractiveness and livability of Horsham Township!  Both men have been instrumental – as HLRA-backing Council members – in working towards a feasible, attractive, community-oriented solution for the now vacant JRB Willow Grove property.  And MOST IMPORTANTLY, making sure that future DOES NOT include an airport that indubitably would prove a greater drain on Township resources and community atmosphere than it would benefit.

Even their Democrat opponents admit that there are no “particular issues or problems with the current council” that might require a change in Township Leadership.  The opposition also openly AGREES with the premise and direction that both the HLRA and Township Council has taken on the future look of the JRB Willow Grove property.

So, you have to ask yourself … Why would you change what is so obviously working for the community in which you live?!?  What would possess one to think we could improve on one of the Best Places to Live in America?!?

It’s obvious that you shouldn’t and wouldn’t think seriously about either!

Airport danger still lurks for Horsham in overcrowded skies at PHL!

A recent article in The Philadelphia Inquirer on the progress – or lack thereof – on the Philadelphia International Airport expansion project indicates several potential complications that could swing attention back towards the former JRB Willow Grove property as an alternative for relieving overcrowded airspace at PHL:

  • The overall cost of the project has already increased by over $1 billion dollars, supposedly due to escalation of costs for the project that was originally priced in 2005 dollars.
  • Local authorities, Delaware County and airport representatives have been discussing how to minimize – if not completely remove – the need for eminent domain claims on Tinicum homes and businesses.  This effort entails a tradeoff between the size of the footprint needed for a new UPS and what land is currently available to meet those needs.
  • UPS – on the other hand – has not yet agreed to move.  They naturally need to ensure that whatever land is offered to them will meet their operational needs.  UPS currently holds 212 acres at PHL.

But the real eye-opener is U.S. Airways view, expressed by V.P. of corporate real estate, Michael Minerva in a July 2010 letter to PHL CEO, Mark Gale stating that the new runway alone would not greatly alleviate delays “until there is a solution to local airspace congestion.” 

I bring this up as a warning to avoid complacency now that development plans for the JRB Willow Grove property are moving forward.  As a community we must approach the development process with flexibility and a willingness to compromise on our personal preferences for the future of the airbase.    

Personally, I’m not a big fan of the town center concept, if it should include high-density housing and retail space that would exacerbate the traffic problems on Rts. 611 and 463.  But my complete satisfaction with the final redevelopment plan is – and should be – secondary to developing a plan that allows Horsham to move forward and eliminate the possibility of intrusion from outside forces looking to resurrect the airport issue.

My bet is that we have not heard the last from airport proponents – both private advocacy groups and public agencies – who view the former airbase as an attractive regional aviation asset.  The next challenge will probably come from Washington, D.C. when the redevelopment plan is presented to the U.S. Navy for its approval.            

The danger for Horsham is to become wrapped around its proverbial axle in arguments and intractability on how the property is developed.  Threats could come our way from regional and national authorities looking for a quick fix to alleviate airspace congestion in the skies around PHL.  An abandoned runway within 20 miles  of Philadelphia – and 8000 feet long at that! – will be hard for them to resist.

The next meeting of the HLRA is this Wednesday, October 19.  

The HLRA Board, Horsham Township Council, Horsham Township Planning Commission and the HLRA sub-committees will be discussing the three Base Reuse Alternatives and providing information to RKG Associates, the consultant, on how to move forward towards the goal of creating the Preferred Redevelopment Plan.

It is crucial that Horsham residents stay connected and involved with the HLRA process.

Bravo, Horsham!!

The official verdict is in … NO AIRPORT in Horsham!!

There was a palpable sense of relief throughout the audience, finally obtaining assurance that the Horsham Land Reuse Authority (HLRA) Board was in – almost unanimous – agreement with the overwhelming local sentiment that a functioning private/commercial airport was not in the best interests of Horsham Township’s future.

The crowd in attendance was – from my perspective – 95% opposed to the acceptance of any plan (NOI) to maintain an airport operation at the JRB Willow Grove site or to the suggestion – by the incomprehensible Montgomery County Commissioners’ submittal – that the runway be stashed in a coat closet for a few decades, just in case the need for a runway arises in 2040!

But that wasn’t the only laugher provided by the events of last night’s HLRA session to approve/disapprove Notices of Interest (NOI) from parties interested in utilizing space and facilities to be made available by the Navy’s abandonment of the JRB Willow Grove site.

The biggest laugh was reserved for the Bucks County Aviation Authority (BCAA) proposal to operate an airport. Citing Horsham’s loss of $650,000 in property tax offset (impact fees) from the U.S. Government and the township’s desire to maximize tax revenues from the site, the BCAA’s offer of a $5000-per-year stipend was met with a roomful of hearty guffaws. 

That’s not a misprint!  $5000.00-a-year!

Yet another entertaining moment came when David Pitcairn, a descendant of the original owners of the JRB property in the 1940s, attempted to make a case for accepting an airport operation there.  Humor could be found on several levels.

  1. He lives in Delaware County.  So the biggest effect an airport in Horsham would have on him is the 20 – 30 minutes he might spend on the tarmac waiting for his turn to rotate off into the wild blue! 
  2. His family SOLD the land to the U.S. Navy 70 years ago!
  3. Someone actually harbored the thought that his opinion would somehow hold sway over the skeptical local crowd.  It did not have the desired “Gee, if a Pitcairn wants an airport, what are we waiting for?” effect.

It was a long, drawn-out, tiring night.  (I lasted only until 9:30 with only nine NOI decisions out of 17 having been finalized.) And the tortuous travails endured by the HLRA board in listening patiently; calming the more jumpy cattle in the herd; and enduring some the more inane commentary from a few citizens who displayed but a fleeting grasp of the meeting’s objectives was enough to discourage any civic-minded citizen from ever considering public service.  The members of the HLRA Board, including Bill Donnelly who is currently running for the office of Montgomery County Prothonotary, are to be commended!

Before I left, the Board had approved every other non-airport NOI, including decisions to consider further local plans for open space, new roads, a future school and an additional firehouse should they become necessary, and a potential retirement/nursing home development.  And although I hope the Board approved the NOI application for a homeless veterans rehabilitation center, I could not hold out long enough to witness that result.  

But back to the action …

One of my favorite activities last night was watching HLRA Board Chairman, Bill Whiteside turning eight shades of red at the nitpicky, bordering-on-petty attempts by Board Member Steve Nelson to pull off a Houdini of a maneuver and throw the No Airport Movement off the tracks.  Nelson should have attended the meeting wearing his Jim Matthews mask and barn-storming pilot garb with matching leather jacket and helmet and a jaunty pair of goggles.  Rumors circulated that he and Young Pitcairn car-pooled to the meeting.  At one point, Mr. Whiteside’s half-turn-with-an-eyeroll to yet another Nelson foray was classic Seinfeld (the episode where Jerry deals with noisy movie-goers).

Nelson’s unbelievable attempts to claim that the HLRA was “rushing” into an airport decision, after ONLY six years of contemplating what to do with an 8000-ft, meters thick ribbon of concrete, was perhaps the height of hubris.  This presented the only time that board members pointedly criticized the position of a fellow member.  

When the final vote was taken on the only viable airport NOI proposal and the 8-1 vote recorded in favor of turning down the BCAA proposal, there was much rejoicing throughout the land.  Personally, I was a bit surprised by the nearly unanimous board vote.       

I only wish that I could convince myself that this is truly the end of Airport Road.  I remain suspicious that further legal and political maneuvering will continue by Regional Authorities reluctant to Kevorkian their Horsham airport visions. 

With that unsettling thought now out there, Horsham residents should celebrate this development and the progress towards more difficult and equally challenging decisions on the Township’s future.  This daunting, critical task of planning Horsham’s future is only beginning.  There will be many more decisions to be made, worth millions in dollars of investment and millions of dollars in revenue.  That road stretches for years.  

And just in case, we should all be prepared to man the ramparts again … should my suspicions prove warranted!
